What excavation on the Central Coast actually involves
The legal definition is practical: removing earth or rock to set lines and levels, forming a hole or trench for a building's supports, walls or floors, or preparing for structural landscaping. NSW counts a pool, driveway, retaining wall, shed, fence and the drainage that carries water away from footings as part of the house, so digging for any of them is inside the licence rule even on a block with no house yet. A concreter may dig out what has to go before concrete is placed, but the licensor says shoring an excavation, or digging where a neighbouring site or building could be destabilised, needs a licensed excavator or builder.

Services under the ground
Plans from Before You Dig Australia are free to request and show roughly where network cables and pipes run, not their exact position, and they usually leave out private lines inside a property, like power to a shed or an irrigation pipe. Council is the water and sewer authority here, and its own procedure says the exact position of its mains has to be confirmed on site; a long section showing the sewer's depth can be requested from Council.
The part of a driveway that crosses the nature strip is a vehicle access crossing, and it needs Council's own approval even when a development consent already mentions the driveway; a straightforward application is usually processed in 14 to 21 days. And for a house assessed by development application, Council's controls generally limit a cut to 1 metre deep within 1 metre of a boundary and 3 metres further in, with no digging or filling inside a stormwater, water or sewer easement.

Do I need a licensed contractor for excavation?
For work on a home worth more than $5,000, labour and materials included, yes: excavating is a licensed trade in NSW. The contract should show the licence holder's name as it appears on the licence, and NSW's online licence check confirms the details before you sign.
Where does the dug-out soil go?
Somewhere lawful. Surplus soil is waste under NSW law, and if it is taken to a place that can't lawfully accept it, the owner of the waste can be guilty of an offence along with the carrier. Council's tips take clean soil only with a waste classification certificate, at $244.07 a tonne in 2026-27.
How much does excavation cost?
Nobody in government or the professions publishes a Central Coast excavation price, and this site sets none. Council's tipping and permit fees are public; the rest is the provider's quote after seeing the site.
