Excavation in Blue Haven
Blue Haven is the one suburb on this site where Council's Wallarah Creek flood mapping reaches residential land, flood storage included. Under Council's controls for the former Wyong area, filling in flood storage isn't permitted unless an adopted floodplain plan allows it, so soil from a dig on those lots can't simply be spread to build up the yard.

Excavation around Blue Haven
The mapping comes from Council's Wallarah Creek Catchment Floodplain Risk Management Study and Plan of 2021. In flood planning precinct 2, filling needs a report from a suitably qualified engineer that Council has approved, including filling to raise a building platform. Whether the 2021 plan allows filling in the storage areas is a question for Council, and worth asking before soil from a pool or a house cut is put anywhere on the block.
Much of Blue Haven is also inside the Swansea North Entrance mine subsidence district, and most lots there carry Subsidence Advisory NSW's Guideline 3A, written for land above past longwall mining where the pillars were fully extracted. Under it, basements, partial basements, stepped slabs and retaining walls that support the house are not permitted, while in-ground pools and freestanding retaining walls are. That moves a split-level cut or a basement from an ordinary design to one the guideline rules out.
Permits and Central Coast Council rules
Check the subsidence guideline for your own lot before the dig is designed, because neighbouring lots in a district can carry different ones; applications that comply with Guidelines 3 or 3A can be approved by Council or a certifier. The state soil survey rates Blue Haven's Doyalson soil a generally low foundation hazard, rising to high in isolated spots where more than 50 centimetres of siltstone and mudstone subsoil occurs.
